At present, there are a wide variety of highway electromechanical system equipment, with hundreds or even thousands of devices. They can be roughly divided into toll collection systems, monitoring systems, communication systems, power supply systems, lightning protection systems, intercom systems, computer network systems, etc. To carry out comprehensive and systematic maintenance and management of these devices, it is generally difficult for general highway operation enterprises to have all-round technicians proficient in the maintenance of the above-mentioned equipment. Should they maintain and repair them completely independently or entrust a third-party professional maintenance unit to manage them? This is also the current focus of the debate on the management of highway electromechanical equipment. Based on years of practical experience and analysis on the Xi 'an Ring Expressway, the author has put forward his own views on the maintenance and repair of highway electromechanical equipment.

The current situation of mechanical and electrical maintenance

The Xi 'an Ring Expressway is the convergence point of the provincial expressway framework network and also the hub of the expressway network toll collection, monitoring and communication systems in the Guanzhong region of the province. Ensuring the normal operation of the electromechanical system of the Ring Expressway is of great significance. Especially for the communication system, once the main trunk optical cable is disconnected, it will not only affect the transmission of data and signals on this section of the road, but also seriously affect the upload of toll data on other networked sections. At present, the mechanical and electrical maintenance mode of the Ring Expressway Branch Company is as follows: The monitoring sub-center of the Ring Expressway Branch Company has a mechanical and electrical maintenance team with a total of 8 members, including 2 mechanical and electrical maintenance management personnel and 6 maintenance personnel, who jointly undertake the responsibility of ensuring the smooth operation of the 80 kilometers of outdoor optical cables under the jurisdiction of the Ring Expressway. There are 30 road cameras, 23 sets of variable message signs and 35 vehicle detectors in the outdoor area. The daily maintenance, repair and emergency repair tasks of the mechanical and electrical equipment at 13 toll stations, 92 lanes, 5 monitoring rooms, 1 sub-center and 10 inspection stations.

Since the end of the defect liability period for the electromechanical equipment of the Ring Expressway, it has basically been the responsibility of the maintenance personnel of this unit. In the past two years, equipment failures caused by aging problems have occurred frequently. However, the maintenance team has successfully completed the maintenance and repair tasks of the system, and has repeatedly repaired the disconnection of the outdoor optical cable and the sudden failure of the toll collection system, ensuring the normal operation of the electromechanical system. At the same time, the maintenance team also actively undertook multiple construction tasks such as the mechanical and electrical system project of the Weiyang North Expansion and Renovation Project, the relocation project of the monitoring system of the Textile City and Hechi Village, and the monitoring system project of the over-limit detection station, laying a solid foundation for the mechanical and electrical team to enter the market in the future.

Discussion on Maintenance Mode

Based on personal practice, the author believes that since each highway operation company has several toll booths and toll lanes, and the equipment and wiring structure of each lane are almost exactly the same, the problems or faults that occur are comparable and similar. Moreover, there are usually several lanes that are not frequently used in daily life, which can be fully utilized as maintenance or detection equipment. For some newly opened expressways, as the mechanical and electrical maintenance department has just been established, the maintenance experience or ability may not be sufficient. However, through the accumulation of work experience in daily maintenance, equipment management and other aspects over a certain period of time, it will be fully competent for the mechanical and electrical maintenance and repair work of the company after a while.

Therefore, it is best for the operating enterprises to carry out the maintenance and repair work of the expressway toll collection and monitoring system equipment by themselves. On the one hand, this can cultivate their own teams, save maintenance and repair costs, and reduce operating costs. Furthermore, it can cultivate technical talents for the company, and in the future, it can independently undertake electromechanical projects for expressways. However, for some highly specialized maintenance work, it is advisable to consider returning the product to the factory after the maintenance-free period, entrusting it to the product maintenance center for repair, or entrusting a professional company to carry out the maintenance, such as Huawei's communication systems, etc. The Huawei transmission equipment and access network equipment set up in the communication sub-centers and communication machine rooms of stations along the Ring Expressway are currently entrusted to the professional Beijing Yabang Company for standardized and systematic maintenance and upkeep.

Strengthen the construction of the maintenance team

The construction of the maintenance team of the operating enterprise should be promptly followed up during the construction period and acceptance period of the mechanical and electrical equipment. During the construction period, the company's technical personnel should have a clear understanding of the basic works such as the construction lines, directions, lightning protection and grounding of the mechanical and electrical system, and be familiar with each part of the engineering drawings. This plays a very important role in the future system maintenance. During the acceptance period, the company's technical personnel must strictly conduct acceptance in accordance with the engineering contract, drawings, equipment, labels, etc., to ensure that the technical personnel have a complete grasp of the system structure, equipment features and functions. During the system defect liability period and equipment warranty period, one should humbly learn from and consult the technical personnel of the construction party, keep a work log, and independently solve the related problems when the same problem occurs next time. The current drawback is that the vast majority of units only appoint maintenance technicians after the road section has been put into operation and the system has entered the defect liability period, without sending people to follow up and learn during the construction period. The personnel appointed are those who are familiar with the construction of this contract during the construction period.

We should earnestly strengthen the ability training and cultivation of engineering and technical personnel within enterprises, create a positive and upward environment that encourages them to overcome difficulties, and adopt certain incentive measures to tap the potential of internal employees. The author believes that for the current maintenance and repair work of highway electromechanical system equipment, highway companies should start from the following aspects: go out, invite in, learn and exchange with sister units, and communicate more with equipment manufacturers. Strengthen the maintenance of the mechanical and electrical equipment in this unit, enhance daily inspection work, and actively take measures such as dust prevention, moisture prevention, rodent prevention and lightning protection to ensure the stable operation of the mechanical and electrical system. Make good monthly, quarterly and annual maintenance plans. The person in charge of the unit's mechanical and electrical equipment should conduct regular inspections, reward the advanced and spur the lagging ones on, fully mobilizing the enthusiasm of the employees. Strengthen the statistics of equipment maintenance work, establish maintenance files, prevent equipment failures in a targeted manner, and summarize the maintenance process in a timely manner to accumulate work experience.
